Dr. MOE HUSS BIO
As a Technology and Transformation Director, Dr. Moe Huss brings over 20 years of engineering experience. Moe joined Delegata in 2016 and was responsible for developing solutions and managing key projects, including the Business Process Engineering (BPR) of DMV field offices to operate as a Virtual Field Office (VFO) and to continue collecting over $8 billion in revenue annually during the stay-at-home orders due to the COVID-19 pandemic, the BPR of DMV Front End Sustainability (FES), and CalSTA Traffic Record System (TRS) Roadmap. Moe has also led and actively participated in several IT strategic planning efforts. Moe served as the QA technical Manager for the California Statewide Automated Welfare System (CalSAWS), the largest Automated Welfare System in the nation. CalSAWS project aimed at integrating all 58 California Counties into a single Statewide Automated Welfare System (SAWS) and migrating the system to the Cloud. Moe has also served as an IV&V Technical Manager for other cloud migration projects and a program manager for cybersecurity programs.
Before joining Delegata, Moe was at the forefront of a groundbreaking infrastructure program valued at over $100 Billion, dedicated to preparing for the 2022 FIFA World Cup. In this pivotal role, he served as a technology-driven business process transformation program manager, instrumental in guiding the government in establishing a cutting-edge portfolio management system and technology strategy harmonized with the government’s enterprise architecture. Moe additionally spearheaded the development of a state-of-the-art executive portfolio dashboard tailored to the unique demands of the World Cup, overseeing 7 groundbreaking programs and orchestrating the successful execution of over 500 projects.
Moe’s expertise encompasses model-based systems engineering of information-intensive systems, modern model-based enterprise architecture with a strong emphasis on connecting strategy, business, applications, infrastructure, and security to drive digital transformation, information technology strategic planning, business process reengineering through technology integration, large-scale portfolio management initiatives with a technology-centric approach. Moe has a keen interest in cloud computing, artificial intelligence, and big data.
Moe earned a Bachelor of Science in Industrial Systems Engineering, a master’s in Project Management from George Washington University, and a Ph.D. in Systems Engineering from Colorado State University. He holds certifications from the Project Management Institute (PMI) in Project Management (PMP), Program Management (PgMP), and Risk Management (PMI-RMP). He was also one of the first 60 Organizational Project Maturity (OPM3) certified consultants globally.

I focus on understanding these fundamental drivers and ensuring that our initiatives align with and advance the organization’s core purpose. Success means helping organizations not just solve immediate problems, but build capabilities that serve their mission for years to come.
Clients – Whether I work with the business, technology, or projects side of the house, there are always clients whose demands we need to understand and whose expectations we must manage. I believe in building genuine, trust-based relationships with stakeholders at every level. Success isn’t just about delivering projects; it’s about understanding the deeper challenges people face and becoming a trusted advisor they can rely on during critical decisions.
Delivery – I take personal ownership of portfolio outcomes. This means not just managing projects, but ensuring each engagement creates lasting value and positions our clients for future success. Real delivery happens when we transform not just systems, but the way organizations operate and think about their challenges.
